Meet our executive leadership team.
Matthew Hill
Chief Executive Officer, CII Group
Matthew joined the CII in April 2024. Prior to that he was Chief Executive and executive Board Member at The Legal Services Board (LSB).
He started his career in the Civil Service, working in a wide range of areas over a twenty-year span. His brief has included food safety, animal health, alcohol, civil contingencies, broadcasting, gambling, creative industries and healthcare regulation.
Before joining the LSB, Matthew was Executive Director, Strategy at the General Dental Council, and prior to that he was Director, Regulatory Risk & Analysis at the Gambling Commission.
Liam Russell
General Counsel
Liam joined the CII in 2014. He has overall responsibility for managing the CII’s legal, corporate governance, risk and compliance functions. He has also held interim responsibility for managing the CII’s professional standards and equality, diversity and inclusion functions.
Liam has extensive experience of managing commercial legal risks, including those relating to commercial contracts, data protection, professional discipline, dispute resolution and intellectual property protection.
Prior to joining the CII, Liam was a financial services litigation lawyer for a major international law firm.
Holly Porter
Executive Director, Markets & Opportunities
Holly joined the CII in March 2025. In her career to date, she has led professional membership communities and managed registrations portfolios, helping members to drive their professional development and shape the future of their professions.
Holly was previously the Managing Director of BCS, the Chartered Institute for IT, which supports technology and digital professionals across different sectors in the UK and internationally.
Adam Harper
Executive Director, Strategy, Advocacy and Professional Standards
Adam joined the CII in 2025. He is responsible for leading the development and implementation of the CII’s strategic plan, for delivering intelligent analysis and informed views on insurance and financial planning as part of a compelling public agenda for change, and for ensuring that the CII’s professional standards are a source of guidance and pride for its members.
Adam has over 20 years’ experience at Executive Director level within the professional membership body sector.
Prior to joining the CII, Adam was Director of Professional Standards and Policy at the Association of Accounting Technicians where he led the development and enhancement of AAT’s professional standards regulatory framework and was responsible for AAT’s public policy and public affairs strategy.
Kimberley Lovegrove
Executive Director Business Solutions and Programme Delivery
Kimberly joined the CII in March 2023, initially leading a range of initiatives related to operational change and strategic planning. She joined the Executive in April 2025, with oversight over CII’s Digital Transformation, Business Planning & Programme Delivery, IT Services, and Data teams.
Kimberly has over 20 years’ experience leading operational and organisation change in a wide range of educational organisations, ranging from large-scale higher education institutions to rapid growth scale-ups and start-ups. Prior to joining the CII, Kimberly built and led a new department during a period of rapid growth and expansion at the UK’s first EdTech unicorn, Multiverse, with a social mission to build a diverse group of future leaders through digital apprenticeships.
